摘要
基层政府是上级政府决策的具体执行者和民众的直接服务者,处在社会矛盾交织和社会矛盾调处的前沿阵地。信访矛盾集中体现了政府,特别是基层政府治理面临的突出矛盾。研究新时期信访矛盾的特点和规律,可以透视基层政府治理方面存在的问题,进而从政府治理方式转变的角度寻求突破。
At the center and forefront of social conflicts, local government is a specific policy implementer of superior government and a direct service provider for the grass roots. The letter contradiction reveals the contradiction faced by government, especially local government. Some problems of local government governance can be laid bare by studying the letter’＆#39;s characteristics and laws, and thus the problem of letter can be solved by the breakthrough in the change in the way of government governance.
