《上海市社区卫生服务机构设置和编制标准实施意见》执行现状及调整需求的调查研究 被引量:3

摘要 目的对《上海市社区卫生服务机构设置和编制标准实施意见》执行现状及调整需求进行深入调查分析,提出完善上海市社区卫生服务机构设置和编制标准的政策建议。方法于2012年10—12月对上海市17个区县卫生行政主管部门人事科科长及14家抽样社区卫生服务中心主任进行《上海市社区卫生服务机构设置和编制标准实施意见》执行现状及调整需求的调查。分析《上海市社区卫生服务机构设置和编制标准实施意见》在上海17个区县执行情况及关于完善文件的需求情况。结果 17个区县中仅有7个区县的社区全部根据该文件重新核定了编制,有5个区县的部分社区按文件要求重新核定了编制;另有5个区县的社区均未按文件重新核定编制。83.9%(26/31)的被调查者认为《上海市社区卫生服务机构设置和编制标准实施意见》需要进一步修改完善。调整需求选择率较高的内容主要集中在以下5方面:结合家庭医生责任制有关政策制定相应标准(87.1%,27/31),规定以常住人口作为确定编制标准的依据(80.6%,25/31),明确妇保、儿保、计免人员配备标准(74.2%,23/31),增加每万居民全科医师人数(67.7%,21/31);增加每万居民公卫医师人数(67.7%,21/31)。结论《上海市社区卫生服务机构设置和编制标准实施意见》的执行力不足,且内容需进一步调整;加强《上海市社区卫生服务机构设置和编制标准实施意见》文件的执行力,调整文件的相关内容,对提高文件的可操作性具有重要意义。 Objective To explore the implementation status and adjustment needs of" The Implementation Suggestions of Set - up and Authorized Strength of Shanghai Community Health Services" (ISSAS), to put forward recommendations for improving the set - up and authorized strength of Shanghai community health services. Methods A survey was performed on the implementation status and adjustment needs in 17 heads of personnel branch of health administrative department of districts or counties and 14 director of community health service centers from October to December 2012. The implementation status and the needs for improvement of" ISSAS" in 17 districts or counties of Shanghai. Results Only 7 counties in 17 counties community all according to the document re approved the establishment; there were 5 counties part of the community by file requires re approved the establishment; another 5 counties community were not according to document re approved establishment. 83.9% (26/ 31) of the respondents believed that ISSAS needs to further revise and improve the opinion. Adjust the demand a higher rate of mainly focus on the following 5 aspects: combined with the family doctor about policy responsibility to formulate standards (87. 1 %, 27/31); according to the resident population as the basis for the preparation of standards (80. 6%, 25/31); Bao, Kobo clear, EPI staff equipped with standard (74.2%, 23/31) increased; per million inhabitants GP number (67.7%, 211 31); increase per million residents public health physician (67.7%, 21131). Conclusion The executive force of ISSAS should be strengthened, some contents need to beadjusted, which is of importance to improve its operability.
