摘要
莱芜市小城镇经过"乡镇合并"、"撤镇设街"、"撤乡建镇"等多次调整,形成了目前的空间格局,具有总体数量少、城镇化率低、建成区规模小、景观风貌品质不高、产业层次偏低等特征,正面临着中心城区扩展带来的发展空间被挤压、区域间发展不平衡、规模效益低、功能体系不完善、特色产业"集而不强"等问题。莱芜市小城镇应该转变传统发展模式,在新型城镇化思想的指导下,通过功能升级、质量提升、生态保育、制度改革、产业培育和科学规划等多种策略,实现小城镇与中心城区共同构建生长型都市区空间体系、构建城乡一体的优质生活圈、提升小城镇的景观品质、塑造风貌特色、促进合理成长、凝聚持续发展动力、引领城乡建设等目标。
Considerable modifications and restructuring such as ＂merging counties into towns＂, ＂replacing towns with streets＂ and ＂substituting towns for counties＂ have shaped small towns in Laiwu into the present spatial framework characterized by a small size, a low urbanization rate, a small built up area, mediocre spatial patterns and landscape features, an inferior in- dustrial structure, etc. Moreover, the tricky problems Laiwu is confronted with include narrowing development space caused by the downtown expansion, the interregional devlopment imbal- ance, modest scale merit, poor functional architecture and inten- sive but not impressive distinctive industries. Therefore, guided by the new model of urbanization and through functional upgra- ding, quality improvement, ecodevelopment and ecosystem con- servation, institutional innovation, industry cultivation and sci- entific planning, Laiwu should strategically reform the traditional development pattern to establish a viable urban spatial system where small towns and downtowns can be coordinately construc- ted and developed, maintain a high quality living circle that in- tegrates urban and rural areas, raise the landscaping standard of small towns, highlight landscape features, boost healthy and sustainable growth, and play a leading role in urban and rural construction.
