摘要
越境打击已成为当前阿富汗—巴基斯坦边境地区最为频繁、争议最多的一种军事行动。阿富汗新政府、美国和北约多次威胁或实施越境打击活动,对巴基斯坦境内的塔利班、本·拉登势力和部族武装分子进行了猛烈打击,这对阿巴关系、美巴关系都产生了诸多负面影响。巴基斯坦无力解决境内割据的暴力组织又不愿假手他人,这成为越境打击的主因。只有美阿巴加强跨界反恐合作和合法越境打击,才能实现共赢的局面。
The cross-border attack,initiated by Afghan new administration,the US and NATO,is aimed at Taliban,AlQaeda and other tribal militants and has brought about a negative impact on Islamabad's relations with both Kabul and Washington.The main cause of resorting to cross-border attacks is that the Pakistan government has been unable to tackle native separatist and radical groups while having no willingness to delegate to others.As a result,the only way for see a win-win scenario is that the US,Afghanistan and Pakistan strengthen trilateral anti-terrorism cooperation and jointly conduct legal cross-border attacks in this region.
