摘要
落实政府采购政策功能是政府采购制度建设的重要目的之一。近年来,随着我国政府采购实践的推进,国内学术界对政府采购政策功能效应的研究也不断深入,研究内容包括:政府采购政策功能认识的研究、政府采购具体政策功能的研究、国际政府采购政策功能经验研究和我国政府采购政策功能实现障碍研究等方面。已有研究对政府采购制度的完善具有积极作用。本文认为,未来对我国政府采购政策功能的研究还应从以下几方面进行深入化、专业化和细致化:不同领域专家进行联合研究;政府采购的实现基础与激励、实现路径和具体落实措施研究;国际法规例外条款利用研究以及政府采购行政体系再造研究等。
One of the purposes of the construction of government procurement system is to encourage the functional effect of the government procurement policy. In recent years, as further practice shows, the functional effect of the government procurement policy is more and more well - researched, including the understanding of the policy, the definition of specific function, the research of successful experience of overseas, and the barriers which hinder its functional effect. Studies have shown that it plays an active role in perfecting the government procurement system. The paper holds that further research should be carried out from the following aspects ： joint research of experts from different domains, realization and motivation, path and measures of government procurement and administrative system reconstructing of government procurement.
