摘要
理解民办高等教育分类管理的政策目标,积极创新分类管理制度,创新分类管理政策工具,是确保民办高校提高办学效率、增强办学效能的重要保障。从民办高校属性识别、属性定位、税收优惠、财政资助及浮动式管理等方面提出制度创新重点,并结合陕西省政府发布的《关于进一步支持和规范民办高等教育发展的意见》,对民办高校分类管理提出若干细化建议。
Understanding the policy objectives of the classified management of private colleges, actively innovating the classified management system and the policy instruments is the way and guaranteeto improve the efficiency of the private colleges to run a school. The article puts forward the system innovation keys of the private colleges on the private colleges＇ attribute recognition, property location, taxincentives, financial assistance and floating managementsystem. Combined with the governmental document of Shaanxi province on the further support and standard of the private higher education, the article also made a number of refinement recommendations on classified management of private colleges.
