摘要
由美国学者约瑟夫·奈提出的"巧实力"概念,被奥巴马政府运用于美国外交之后,引起了国际社会的广泛关注。约瑟夫·奈认为巧实力是硬实力和软实力的结合体。巧实力作为一种方法,具有灵活性和综合性的特点。在巧实力运用中,硬实力和软实力的使用没有明确的比例,要根据不同的情况,选择运用来实现目的和利益的最大化。巧实力理论是外交战略的重要指导思想。中国要使用巧实力理论增强外交功能,应当增强硬实力、提高软实力、善用巧实力。
The US scholar Joseph Nye's 'smart power'theory has attracted a lot of international attention since its usage in the diplomacy of America by Obama. Joseph believes that smart power can combine hard power and soft power flexibly. This paper has analyzed the concept of smart power,and pointed out the features of flexibility and synthesis and its relation with hard power and soft power. Smart power theory is an important ideological guidance of the diplomatic strategy. To enhance the diplomacy,Chinese scholars should not only enhance the hard power,improve the soft power,but also make good use of smart power theory.
