摘要
辽宁动漫产业园区的建设已经有了一定规模,一些优秀的动漫作品在全国产生了很大反响。但是,目前,在园区建设和产业发展中出现了很多问题,表现为品牌意识不足、动漫企业缺乏核心竞争力、产业集聚功能不强、缺乏专业经营管理人才、管理制度不健全、专业化服务水平不高、产业扶持政策不够细化、对动漫产业知识产权保护力度不够等问题。本文通过分析存在的问题,提出了相应的对策。一是提高动漫企业的主体地位,加强对动漫企业的扶持和引导;二是遵循产业发展规律,打造产业园区品牌;三是建立有效的人才培养和引进机制,培养高端复合型人才;四是构建具有可操作性的政策体系,加强对动漫企业的制度监管;五是拓展动漫产业的传播渠道,大力发展新媒体动漫产业;六是创新动漫产业发展模式,实现内容创新;七是建立动漫产业知识产权保护法规,加强法规的执行力。
The development of animation industrial parks have formed a certain scale, some excellent animation production have generated a huge response. But ,at present, many problems arise in the course of parks construction and industry development, it manifests that lacking brand consciousness, lack of core competitiveness, short function in industrial agglomeration, low level in Professional Service, incomplete management system, short of professional management personnel, broad in supportive policy of industry, insufficient degree of intellectual property protection etc.. The relevant Countermeasures have been proposed on the basis of existing problems, the first is that improve the principal statue of animation enterprises, enhance support guidance to enterprises; the second is that follow law of industry development, build brand of animation industry parks; the third is that build the mechanism of personnel training and introduction, cultivate high-end an compound d talents; the fourth is that construct maneuverable policy system, Strengthen supervisory system; the fifth is that expand transmission channel of animation industry, strive to develop new Media and animation industry; the sixth is that innovate development modes of animation industry, achieve content innovation; the seventh is that build intellectual property protection, enhance the execution of laws and regulations.
