摘要
进入新世纪以来,福州市虽然社会保障制度建设取得了长足发展,但也存在着城乡分割、区域分割、群体分割等制度碎片化问题,降低了制度实施的效率和效果,不利于制度的可持续发展。实现基本社会保障项目的城乡一体化势在必行。必须整合农村养老保险和城镇居民养老保险、新型农村合作医疗和城镇居民医疗保险以及城乡社会救助制度,在筹资、补偿和管理体制方面实现城乡一体化,建立起包括城乡居民基本养老保险、城乡居民基本医疗保险和城乡居民综合社会救助在内的基本社会保障体系,保障民众基本生活。
Although there have been such dramatic improvements in the social insurance system in Fuzhou in recent years ,the insurance system has been undermined by fragmentation into subsystems based on different areas and groups of residents ,which diminishes the efficiency and the effect of the system and impedes its sustainability .It is high time to unify different social insurance systems ,such as the endowment insurances ,NCMS(new type of rural cooperative medical care) ,the medical insurance and the social assistance system ,achieving the urban-rural integration in the aspects of fund raising , compensation and administrative system and thus establish a basic social security system w hich includes basic endowment and medical insurance as well as synthetical social assistance for uban and rural residents to ensure them a better off life .
