摘要
人力资本密集型企业创业离不开培育人力资本的教育体系、输送创业血液的资本市场以及保障创新成果的知识产权制度。教育为HCIF创业培养人力资本,激发人力资本创新并创造创业机会;发达的资本市场为HCIF创业提供资金来源,激励HCIF创业并配置创业资源;知识产权制度降低了HCIF的创业风险,提供新的融资渠道并激励HCIF创业创新。在传统制造业企业面临转型升级的关键时期,鼓励和支持HCIF创业是产业升级与发展的必然方向,建立创新型的教育体系、完善资本市场和拓宽融资渠道、健全知识产权制度体系是推动HCIF创立和发展的重要举措。
The entrepreneurship of human-capital-intensive firms needs an environment with education that cultivates human capital, capital market that provides entrepreneurial capital and intellectual property system that protects innovation. Education cultivates human capital, stimulates innovation and creates entrepreneurial opportunities. Developed capital market supplies capital, encourages entrepreneurship of human-capital-intensive firms and allocation entrepreneurial resources. Intellectual property system reduces entrepreneurship risk, provide new financing channels and encourage entrepreneurship and innovation of human-capital-intensive firms. In the critical period of transformation and upgrading of traditional industry enterprises, encouraging and supporting entrepreneurship of human-capital-intensive firms is the inevitable direction. Establishing innovative education system, improving the capital market and broadening the financing channels, improving the intellectual property system are important measures to promote the entrepreneurship and development of human-capital-intensive firms.
