摘要
按照十八届三中全会决定,要处理好政府和市场的关系,使市场在资源配置中起决定性作用和更好地发挥政府作用。这要求地方政府推进体制机制创新和管理方式创新,全面正确履行政府职能,准确把握好其与市场、与社会的关系,同时,更好地发挥政府弥补市场失灵的作用,做到既不越位、也不缺位。在全面深化改革的背景下,针对当前我国地方政府管理存在的不适应问题,要树立地方政府管理新理念、加快地方政府职能转变、创新地方政府体制机制和管理方式,建立地方政府创新的激励保障机制。
In accordance with the decision of the Third Plenary Session of the Eighteenth National Congress of the CPC, the government needs to properly handle its relationship with the market, make the market play a decisive role in the allocation of resources and better play its own role. This requires the local governments to promote innovation in institution and mechanisms and ways of management, fully and correctly perform their fhnctions, and accurately grasp their relationship with the market and society. At the same time, the government should better play its role in remedying market failures, avoid overstepping its authority, and be ready to serve the people whenever needed. Under the background of comprehensively deepening reform, to address the problems that the local governments do not adapt to the new situations in their public management, it is necessary to establish a new concept of local government management, speed up the transformation of the local governments＇ functions, innovate the systems for local govermnents and their management methods, and establish the incentive and guarantee mechanism for local government innovation
