新疆三甲医院聘用制医护人员人力资本投入产出分析

摘要 目的尝试对新疆不同类型的三甲医院聘用制医护人员的人力资本投入产出进行综合分析。方法通过问卷调查,采用DEA模型对综合医院、专科医院及中医医院不同类型的三甲医院聘用制医护人员的投入产出进行评价。结果 3家医院的总体效率平均得分为0.833分,总体发展势头良好,其中专科医院总体效率为1.000,达到了总体有效,说明该院对聘用人员的投入产出总体有效;综合医院和中医医院总体效率分别为0.863和0.636,规模效益递增,应加大对聘用人员的投入力度,从而达到收益最大化。结论建立以预算为导向的人力资本投入机制,树立正确的人才观念,建立适合聘用人员的绩效考核体系,增加人文关怀,降低离职率。 Objective To analysis the input-output capital of employed staff human in various three-class hospitals in Xinjiang by the questionnaire survey. Methods DEA model was used to evaluate input-output capital of different types of employed hospital medical staffs. Results The average score of the overall efficiency of 3 hospitals is 0.833, which shows good developing trend, while the overall efficiency of specialized hospitals is 1, which shows efficiently of the input and output of employed staffs; general hospital and the hospital of traditional Chinese medicine overall efficiency are 0.863 and 0.636, which shows increasing returns to the scale, if increasing the staff investment, the hospitals can achieve maximum profit. Conclu- sion We should establish the mechanism of human capital investment in the budget oriented, establish a correct concept of talent and suitable staff performance appraisal system, increase the humane care, and reduce turnover rate.
