摘要
当前,农业行政许可审批还处于起步阶段,存在着法律法规不配套、技术规程不规范、许可约束不健全等问题。通过信息化手段提高审批效率是当前成本较低也切实可行的途径之一。本文分析了农业行政许可的现状和问题,建议通过扩大在线审批范围,简化在线审批流程,拓宽在线审批渠道等方法,加快当前农业行政许可审批工作的体系创新,完善农业行政许可审批流程规范,进一步为办事人提供便利。
Currently agricultural administrative approval has been still in start-up phase with problems such as dislocations of laws and regulations, irregularities in technical regulations, and defectives in permission constraints. One way less expensive but practical to improve processing efficiency is informatization. By analyzing current situation and problems in agricultural administrative licensing, this paper suggested expanding the scope of online approval, simplifying approval process online and broadening the channels, with the purpose to speed up system innovation of agricultural administrative approval, improve the agricultural administrative approval process and provide further convenience for citizens.
