摘要
公务员退出是公务员考试、录用、考核、惩戒等制度必不可少的组成部分,合理的退出制度设计有助于公务员队伍结构优化,也是提升自身管理路径之一,但是,由于传统思想、法律法规制度不健全,退出机制落实不严等,导致我国公务员退出渠道狭窄,退出人员较少,推行聘任制、规范考核制度、创新退出模式等已经是比较成熟的制度安排,是扭转现实困境的重要突破口。
Civil servants’ withdrawal, just like its exam, recruit, evaluation and punishment, is an indispensable part of the system, so reasonable withdrawal system helps to optimize the structure of civil servants team, and is one of the paths to improve its management. However, because of traditional thoughts, lack of law and regulation system, and no proper withdrawal mechanism, there is less way and person to resign. Therefore, in order to change the situation, our country is expected to take such relatively mature system arrangement as implementing appointment system, standardizing appraisal system, and innovating the withdrawal mode, which must be an important breakthrough of current dilemma.
