摘要
在分析乌海市水及生态现状的基础上,阐述了水生态文明建设对促进乌海市经济结构转型升级和发展模式战略转变的重要意义,提出了未来乌海从资源依赖型的焦煤重污染"黑色城市",转变为水生态文明建设统领的"蓝色城市"的总体思路和格局,包括实施最严格水资源管理制度、节水防污型社会建设、健康的水生态体系和生态建设等内容。
Discussions are made on the significance of water ecological civilization construction to the transformation of development pattern and improvement of economic structure in Wuhai City. An overall strategy of transferring from resources-dependent to resources-oriented development has been raised so that the so-called ＂black city＂ that heavily polluted by coking coal production will be replaced by a ＂blue city＂, with the measures of implementing the most stringent water resources management system, and building a water-conserving society by pollution control that has healthy ecosystem and water environment.
