摘要
生均经费预算制度下的地方高等教育财政拨款机制广受关注,也是当前学术界研究的一个热点。本文分析了我国高等教育财政拨款体制演变过程,揭示了目前地方高等教育财政拨款机制存在的问题,从投入机制、运行体制、分配方式、绩效管理、职责界定等方面提出了改进地方高等教育财政拨款机制的建议。
The Mechanism of higher education financial funding based on the budget System of al-location on students is currently a hot topic in academic research. This paper analyzes the evolution of the financial allocation system of higher education, reveals the current problems of local higher educa-tion funding mechanism, gives some suggestion for higher education in terms of local financial invest-ment mechanism, operating system, distribution, performance management, responsibilities.
