摘要
本文试图通过对美国区划90多年的发展历史的系统回顾,总结其发展趋势,提出对中国控制性详细规划发展的相关建议。美国区划在其90多年的发展过程中,一直反映着美国社会、经济、技术、政策以及人们意识上的发展变化和要求。因此,美国区划的控制思想、控制技术以及控制指标都有其特殊的背景,盲目的照抄照搬是不现实的。对于与美国区划一脉相承的中国的控制性详细规划来说,研究美国区划发展历史,最主要的是要了解并理解美国区划发展背后的东西——基本的原则、定义及特性,以便能在未来的发展过程中少走一些弯路,变得更加合理、有效。
After reviewing of the ninety years＇ history of American zoning, the author tries to give some useful advice for the development of Chinese regulatory detailed planning. In the past ninety years, American zoning has continued to address changing social, economic, tech- nical, political situation and people＇s de- mand. So it is inappropriate to learn the techniques of American zoning directly. For Chinese regulatory detailed planning, the most important lesson we can learn from the review is the basic principle, definition and the nature of American zoning, which could make our planning practice more reasonable and effective.
