摘要
民国时期,济南同业公会以发展时段而论,组织机构经历了会董制、委员制、会长制和理事制等几种形态。根据国民政府的法令,逐渐形成了入会、经费管理、选举、任期、议事和调控等比较完备的组织管理制度。但由于受经济发展及政治环境等因素的影响,济南同业公会在实际运作中还暴露出诸多弊端。
During the period of the Republic of China, Jinan trade association guild experienced several systematic forms, namely, boarding system, presidential system, committee member system and the director system in terms of different phases. According to the national government decrees, it grad- ually formed the initiation system, the funds management system, the election system, the term system, the discussion system and the control system and other relatively complete management system. Whereas, owing to the economic development and political environment factors, Jinan guild also exposed many disadvantages in actual operations.
