摘要
随着中国海外公民数量的剧增和分布的扩大,海外公民发生风险事件的概率和因此而造成的损失也随着增加。在探讨如何应对这一问题时,现有研究大多认为应以预防为主,综合各种手段共同应对,但如何做却一直没有规范性指导。本文试图将管理学的风险管理理论引入到海外公民的风险应对中,在清晰界定中国海外公民风险管理的目标和步骤的基础上,提出了建立国别风险"数据库"、应对风险"工具库"和风险管理的识别和预警系统,并根据风险种类归纳了四大类十三项应对中国公民海外风险的"工具"。
The increasing number and spread of Chinese overseas leads to the increasing risks they faced and enlarging lost for all kinds of risks. Most of research done before on this issue suggests the precautious and comprehensive measures should be the main ways to cope with the risks, but there is no normative guideline on how to address the issue. By introducing risk management theory to the issue of risks Chinese overseas faced, this paper outline the aims and roadmap for dealing with risks for Chinese Oversea Citizens; 13 measures of 4 dimensions has also been brought forward for identifying and coping with the risks.
