摘要
农民占我国人口的绝大部分,其权益能否得到保障,直接关系到全面建成小康社会目标的实现。通过对1982—2013年涉及农业的15个中央一号文件进行解读,分析了增加农民收入、城乡统筹、政策有效执行等保障农民权益的措施。
Farmers take up the most population in our country. Whether their rights can be guaranteed is directly related to the achievement of our county's goal for building a well-off society in an all-round way. Through interpreting 15 No. 1 Documents issued by the Party Central Committee since 1982 to 2013,this article analyzes our country's policies and measures to ensure peasants' rights and interests.
