摘要 如何保障新时期大规模油气管网的安全运行,是当前政府、管道企业和社会共同面对的新课题。我国现阶段油气管道安全管理存在法律不完善、管理组织职能需进一步明确、缺乏完整的管道安全监管体系、安全意识薄弱等不足。本着系统安全和本质安全的思想,提出了分层建立油气管道安全管理体系的思想,并构建了科学的油气管道安全管理体系的基本框架和核心要素,认为我国建立完善的油气管道安全管理体系需要政府、管道企业和社会的共同参与。 Making the new era of large-scale oil and gas pipeline network operation as safe as possible is a new subject for government, pipeline companies and society. There are many shortcomings in current management of oil and gas pipeline safety such as poorly drafted laws, lack of clearly designated management functions in companies, an incomplete pipeline safety regulatory system, and poor safety awareness. Guided by an intuitive safety theory and a systematic safety theory, the safety management system(SMS) of oil and gas pipelines may be divided onto two levels. A functional model and the core elements of an oil and gas pipelines SMS would be designed accordingly. A scientific SMS for oil and gas pipelines requires the joint participation of government, enterprises and the public.
