科学有序加快发展煤制甲烷 统筹能源安全和环境保护

摘要 煤制甲烷具有高效、清洁、经济、安全等优点,有望成为我国清洁能源最重要的接续利用资源之一。但是,我国煤制甲烷产业尚处于起步阶段,在生产利用中不仅技术系统集成有待优化和突破,还存在二氧化碳大量集中排放、引发区域水资源供需失衡等问题。建议尽快制定煤制甲烷的发展战略和中长期规划,科学有序发展煤制甲烷产业;统筹煤制甲烷的运输和利用,促进大气污染防治行动计划;鼓励对煤制甲烷生产过程中产生的二氧化碳进行合理利用,并加强排放源等环节的监管力度;加强水资源和水源地保护,探索建立水权流转的交易机制;将技术引进与自主创新相结合,大力支持企业自主创新。 Along with being the world's leading producer and consumer of coal for several years, China has aspired to cost-effective, effi cient and clean coal utilization. Coal-bed methane is efficient, clean, economical, safe, etc. and expected to become China's most important clean energy resource in its continued use of resources. After enough years of exploration experience at home and abroad, the need for an advance in scientifi c and organized coal-bed methane development is widely recognized. China's coal-bed methane industry is still in its infancy in production and not only in technology systems needing more optimal integration, but also in the existence of large concentrations of CO2 emissions, and in causing regional water supply-demand imbalances and other issues. Adoption as soon as possible of a coal-bed methane development strategy and long-term plan is recommended for the orderly scientifi c development of the coal-bed methane industry, as are overall transportation and utilization of coal-bed methane to advance an action plan for air pollution control. Encouraging rational use of CO2 generated in the coal-bed methane production process, strengthened pollution-related control regulation, and further protection of water resources by introducing water rights trading are also recommended. Technological innovation is expected through improved independent innovation support mechanisms and continued combination of indigenous technology development with technology imports.
