摘要
运用三阶段DEA模型对我国2011年30个省市的技术创新效率进行实证分析,发现剥离创新环境因素和随机误差后,一些省市的技术创新效率均呈现不同程度的变化。研究发现,知识存量水平、技术市场活跃程度、基础教育投入水平对技术创新具有正向影响,进出口贸易额和第二产业比重却对创新效率起反作用。同时还发现经济越发达的区域其创新效率越低下,因此需要改善管理水平、利用创新环境因素、合理配置资源,提高创新效率。
With the three - stage DEA model, the paper makes an empirical analysis of the technological innovation effi- ciency of thirty China provinces in 2011. The results demonstrate that some provincial technological innovation efficiency are in the changes of different degree while the effects of innovational environmental variables and stochastic errors are ex- cluded. The level of knowledge, the active degree of technology market and the level of the investment in basic education are beneficial to technological innovation, on the contrary the import and export trade volume and the proportion of seconda- ry industry play a negative role. It also could find that the more developed the region is, the lower the innovation efficiency should be. So each province should promote management level, utilize innovational environmental variables, and allocate the resources reasonably to improve the efficiency of innovation.
