社区卫生精细化管理中绩效考核的作用分析与思考

摘要 目的在社区卫生服务中心精细化管理中通过实施绩效考核作为分配方案,分析绩效考核在调动社区卫生服务人员的工作积极性方面是否起到积极作用。方法对本中心在岗84名工作人员在2011年和2012年分别实施一般考核分配方案和绩效考核分配方案,比较2年同期的医疗服务总人次、下社居委服务人次、上门服务人次、公共卫生服务人次及居民满意度、对社区卫生知晓率等方面的变化。结果在同期不同分配方案下,绩效考核分配方案年的服务人次和居民满意度明显高于不实施绩效考核年,且服务总人次、下社居委服务人次、上门服务人次和公共卫生服务人次也明显增加。结论在社区卫生精细化管理中绩效考核分配方案作用之关重要,在调动职工积极性方面起到了很好的作用。 Objective In community health service center the elaborating management through the implementation of performance appraisal as a scheme, analysis of the performance appraisal in arousing the initiative of community health service workers play a positive role. Methods To this center on 84 employees in 2011 and 2012, respectively, the implementation of general appraisal scheme and performance evaluation scheme, more two years in the same period the total medical services, under the social services attendances, door-to-door service, visitors and residents' satisfaction of public health service, for the change of the respect such as community health awareness. Results Under different allocation over the same period, service performance evaluation scheme in visitors and residents satisfaction was significantly higher in the implementation of performance appraisal, and the service total attendances and lower social services, door-to-door service attendances and public health service also increased significantly. Conclusion In community health the elaborating management performance evaluation scheme crucial role, played a good role in arouse the enthusiasm of staff.
