摘要
小流域水土流失综合治理是水土保持工作的一项重要内容,为解决治理项目普遍存在前期工作时间紧、现场勘察工作不到位、设计成果质量参差不齐及难以解决水土保持工作实际需求的问题,浙江省初步探索并引入前期工作咨询评估的管理模式,保证了前期工作的编制质量及进度,对于规范小流域水土流失综合治理项目实施,充分发挥防治效果具有积极的促进作用。
Comprehensive control of soil erosion in small watershed is a major component of soil and water conservation. To address the common problems such as time constraints of preparatory work, poor site survey, differences in design quality and failure to meet practical demands, water authorities in Zhejiang province explored and introduced a management mode with preparatory consulting. The practice ensures the quality and schedule of preparatory work, and plays a positive role in standardizing the implementation of comprehensive control of soil and water loss in small watershed and maximizing control effectiveness.
