摘要
弱势群体体育基本利益的保障关系到弱势群体的健康与幸福,关系到我国和谐社会的构建与体育事业的和谐发展,关系到我国能否实现体育强国之梦。要使弱势群体的体育利益得到有效维护,首先要尊重和扩大他们的话语权。弱势群体体育利益表达的话语权缺失主要表现在:弱势群体维护自身体育利益的话语权缺乏制度保障;体育组织的缺失致使弱势群体的话语权没有社会载体;弱势群体没有主体意识致使他们的体育利益表达话语权缺乏主体依托。对弱势群体体育利益表达话语权保障的措施主要包括:将弱势群体体育权益纳入体育法司法保护;使弱势群体体育组织参与群众体育管理;增强弱势群体维护自身体育权益的主体意识;社会强势群体应自觉尊重弱势群体的话语权等。
The interests of the social vulnerable groups sports determines basic security for the nation and the harmonious de- velopment of undertakings of physical culture and sports power dream. To secure the interests of vulnerable groups effective- ly, it is, above all, necessary to respect and to expand their right of speech. The problem mainly manifests itself as that the voice of the groups to maintain their sports interests fall obvious short of institutional protection. There is, meanwhile, the lack of social carrier for the right to be accomplished. No subject consciousness makes it impossible for them to express. Measures to protect the interests of vulnerable groups include that to bring into the Sports Act legal protection the sports rights and interests of vulnerable groups so that vulnerable groups and sports organizations can participate into mass sports manage- ment. Meanwhile, it is of importance to enhance awareness for them claim their own sports interests. Underprivileged groups＇ right of speech shall be consciously respected by others especially by social groups who enjoy social well - being.
