减少砍伐和退化所致排放量(REDD+)机制国内外研究新进展 被引量:3

New Progress of Research on Reducing Emissions from Deforestation and Degradation Plus at Home and Abroad

摘要 减少砍伐和退化所致排放量(简称REDD+)机制作为目前最可行的减排措施,可帮助中国以较低成本减少碳排放。对于REDD+的研究,学者们主要沿着四条线索展开:一是评估REDD+对于减缓气候变化的影响,二是研究激励机制对毁林行为的影响以及REDD+对毁林行为的影响机制,三是分别从环境服务付费机制和原住民利益保护的视角研究REDD+实施过程中的权力平等性问题,四是研究REDD+的政策效果评估和实施策略。未来,应深化评估REDD+对中国减缓气候变化影响的研究,分析REDD+实施后所产生的毁林行为减缓效应背后的传导路径,研究定量评估方法,考察REDD+权利平等性和REDD+的政策实施效果。 Reducing Emissions from Deforestation and Forest Degradation-plus (REDD+) mechanism as the most feasible emission reduction measure can help China reduce carbon emission at a lower cost. The schol- ars have launched the research of REDD+according to four aspects: one is to assess impacts of REDD+on the mitigation of climate change; the second one is the research on the impact of incentives and the effect mecha- nism of REDD+on deforestation; the third one is the right equality study of REDD+from the perspectives of payment for environmental services and protection for indigenous interests; the last one is research on the effect assessment of REDD+policies and implementation strategies. In the future, study on the assessment of REDD+ effects on climate change mitigation for China should be deepened, In addition, the conduction path of REDD+ effects on deforestation mitigation should be analyzed. The quantitative assessment methods are established to investigate REDD+rights equality and the effects of REDD+policies.
