摘要
城乡体育公共服务均等化作为公共服务均等化的重要组成部分,不仅是社会公平正义的重要议题,也是实现由体育大国向体育强国转变的必要支持条件。城乡体育公共服务非均等化的客观原因在于城乡二元社会结构与二元体育公共服务供给模式,主观原因在于体育公共服务主体和对象的认知偏差导致体育公共服务资源供给配置方式差别化。城乡体育公共服务均等化是一个长期、复杂的系统工程,应置于整个社会系统中进行考察,并在新型城市化进程中不断进行制度创新,努力完善自身服务体系。
As an important part of the equalization of public services, urban--rural equalization of public service in sports is not only a major subject of social equity and justice under discussion, but also a necessary supporting condi- tion for China to turn a major sports country into a sports power. The non--equalization of public service in sports is brought about by objective and subjective reasons. The former is rooted in the urban-- rural binary social structure and the binary providing mode of public service in sports in urban and rural areas, while the latter lies in the disparity of providing mode of resources in public service of sports, which results from cognitive deviation between the subject and the object in public service of sports. Urban--rural equalization of public service in sports is a long--term and complicated system engineering, which should be observed in the whole social system, and in addition, efforts should be made in new system innovation and in updates of its own service system in the process of urbanization.
