摘要
通过履行《国际卫生条例(2005)》,以口岸卫生检疫核心能力考核验收标准为指导,帮促泉州晋江航空港顺利通过国家一类口岸验收。据口岸卫生检疫核心能力建设考核验收经验:政府主导、设施完善、机制健全、能力提升是促进口岸对外开放并取得成效的根本保证。因此建议将口岸卫生检疫核心能力建设纳入地方政府的建设规划和考核指标,确保口岸卫生检疫核心能力持续提升,达到《国际卫生条例(2005)》的能力要求。
This article, following the law of ＂International Health Regulations （2005）＂ and guided by the assess- ment and acceptance criteria of the airport health and quarantine core competence, aims to help Quanzhou Jinjiang airport to promote and pass the acceptance check as one of the national first - class airports. According to the ac- ceptance check experience of constructing the airport health and quarantine core competence, itg government - led, good facilities, perfect mechanisms and enhanced capacity that promotes the airport opening to the outside world and fundamentally ensures to make effective achievements. Therefore, we suggest putting the construction of airport health and quarantine core competence into the construction planning and evaluation of local government to ensure the continuous improvement in airport health and quarantine core competence so as to achieve the competence re- quirements of ＂International Health Regulations （2005） ＂.
