摘要
以互动式风险交流理论为研究框架,以交易成本经济学为视角,探讨风险交流对食品安全控制的重要影响。食品交易在市场交易模式下,风险交流对交易的强时空专用性削弱程度高,对降低食品企业的交易成本影响强,对交易的弱时空专用性削弱程度低,对降低食品企业的交易成本影响弱;在组织治理结构中,风险交流能有效降低食品企业的纵向一体化程度,使企业保持一个较为经济的规模;在混合治理结构中,风险交流有助于食品企业治理食品安全问题更愿遵循"疏"而非"堵"的原则。食品交易的利益相关方之间开展风险交流,有助于企业加强食品安全控制,也有利于有效降低企业交易成本。
This paper, applying the theory of interactive risk communication as the research framework, discusses the important effect of risk communication on food safety control from the perspective of transaction cost economics. Under the market transaction mode of food trading, when risk communication has a stronger effect on the strong temporal specificity of trading, it has a stronger effect on the lowering of transaction costs of food enterprises, and while it has a weaker effect on the weak temporal specificity of trading, it has a wea- ker effect on the lowering of transaction costs. In the organizational governance structure, risk communica- tion can effectively reduce the degree of vertical integration of food enterprises and make them keep a more e- conomical size. In the mixed governance structure, risk communication can help food enterprises follow the principle of "sparse" rather than "block" to deal with food safety issues. Among stakeholders of food trading, risk communication can help food enterprises strengthen food safety control, so as to reduce their transaction costs.
