摘要
高校制定章程是国家赋予的法定义务,也是现代大学制度建设的首要任务。当前,高校在章程制定过程中应处理好高校与政府、高校与社会、党委与校长、学术权力与行政权力、学校与院系、章程与上位法律规范、章程与下位规章制度、共性与个性、文本成熟性与前瞻性、章程制定与实施等诸多关系。
To set up the university statutes is the legal obligation of universities given by the state , and it is also the primary task of modern university system construction .At present , in the process of setting up the statutes , the relations should be properly dealt with between university and government , university and society , the party committee and rector , academic power and administrative power , university and faculties , the statutes and the upper legal norms , the statutes and the inferior rules and regulation , commonness and individuality , the statute text maturity and its perspectiveness , the statute formulation and implementation , etc.
