摘要
1978年至今,中国西部农村经济取得了巨大的发展成就,农业生产快速发展、农民生活水平和质量实现了根本性的改善、农村公共服务显著提升。西部农村经济的巨大成就证明了,农村改革必须尊重农民的主体地位,坚持社会主义市场经济的改革方向,以农村土地产权改革为基础,推动城乡统筹发展,并充分发挥村民自治的力量。在新阶段,还需在现代农业产业链的构建、农业经营方式的转变、农村公共品供给机制的完善、农村金融的发展等方面进一步探索改革措施,推进中国西部农村经济的持续发展。
Since 1978 ,the rural economy in the western China has received great achievements .The agricultural production has developed rapidly ,the farmers’ living standard and quality has changed fun-damentally and the rural public services have upgraded significantly .T he great achievements prove that in the rural reform we must respect the farmers’ subjective status ,insist on the orientation of reform toward the socialist market economy ,promote the coordinated development of the urban and rural areas based on the rural land property rights reform ,and give full play to the villagers’ autonomous power . In the new stage ,we need to research the reforms on the construction of the modern agricultural indus-try chain ,the transformation of our agricultural management mode ,the perfection of the rural public goods supply mechanism and the advance of rural financing to explore the reform measures for the pro-motion of the rural sustainable development in the western China .
