摘要
日益严重的生态危机已经引起公众广泛关注,形成全民族的生态自觉非常重要。然而生态意识与生态自觉之间存在非同步性,必须依靠制度来清除从生态意识转化为生态自觉道路上的利益障碍,通过制度来规范和保障企业、政府、公众和环保管理部门等主体的行为。通过生态文明制度建设,推动全民族生态自觉,对于建设生态文明、建设美丽中国意义重大。
The formation of the ecological consciousness of the whole nation is becoming important as the increasingly serious ecological crisis has caused wide concern of the public .However ,because of interests there is no synchronicity between ecological awareness and ecological consciousness .We must rely on the system to remove the barriers away from the road of the ecological awareness towards the ecological consciousness .The system can regulate and safeguard the behaviour of the subjects such as enterprises ,government ,the public and the environmental protection administrative departments .So the construction of ecological civilization system and promotion of the ecological consciousness of the w hole nation are of great significance to the construction of ecological civilization of China .
