发挥市场在资源配置中的决定性作用是中国未来经济体制改革的核心。市场经济规律和科技资源配置的特殊性决定了应以市场为主导来推进高新技术产业科技资源配置。高新技术产业科技资源分散、条块分割管理和寻租现象突出,科技资源低效配置与浪费现象严重根源在于市场在资源配置中作用的弱化和政府地位的失当。文章认为,高新技术产业科技资源配置必须坚持以市场为导向,重点是要处理好政府和市场的关系,加快高新技术产业科技资源现代市场体系建设,完善市场、制度和文化相互作用机制,创建公平的科技资源配置市场竞争环境,提高资源配置效率。
