摘要
通过对现行残疾大学生救助体系中救助对象、救助内容、救助主体和救助方法的解析,指出现行残疾大学生救助体系难以保障残疾大学生公平教育权利的实现,容易导致残疾大学生救助体系中的价值追求紊乱。因此,完善这一救助体系,应当强调非经济救助的重要性,将非经济救助渗透到现行体系的各个层面。具体的政策建议有:救助目标以发展为导向;救助内容要关照多样化特殊需求;救助主体要重视服务供给联动;救助方式强调多元救助。
Through analyzing the current disabled College Students＇ assistance system in the following aspects such as the as- sistance objects, the assistance contents, the assistance subject and the assistance method, the paper points out that the current dis- abled college students＇ assistance system can＇ t realize the right of educational fair and can cause the disorder of value pursuit in the relief system. Therefore, perfecting the relief system, we should emphasize the importance of non-economic relief, and we should let non-economic relief penetration into all aspects of the current relief system. The main policy suggestions are as follows ： the objective orientation should emphasize development; the assistance contents should care for all kinds of special needs; the assistance subject should pay attention to the linkage mechanism on service supply; the relief style should emphasize the multi-assistance.
