摘要
服务型政府建设的理论基础在当代中国只能是而且也应当是人的全面自由发展理论、社会主义民主理论和为人民服务理论。人的全面自由发展理论是哲学层面的是最根本的,它规定了服务型政府的终极目标。社会主义民主理论是政治学层面的,具有一般意义上的规范性,它规定了服务型政府的体制机制。为人民服务理论是管理学层面的,是最具体最直接的,它规定了政府的行为方式和工作作风。
The theoretical foundation of the service-oriented government construction in contemporary China can only be and should be overall free human development theory, the socialist democracy theory and the theory of serving the people. Overall free human development theory is the most fundamental one at philosophical level, and it provides the ultimate goal of a service-orien- ted government. Socialist democracy theory has the general normative sense at politics level, it determines system and mechanism of a service-oriented government. Theory of serving the people is most direct and most concrete at management science level, it specifies the government behavior and working style.
