摘要
建立科学合理的法治政府评估体系和考核标准,衡量法治政府建设的进度,并发现其中存在的主要问题,进而推动法治政府建设具有重要意义。中国政法大学法治政府研究院研发"中国法治政府评估指标体系",该指标体系由机构职能及组织领导、制度建设和行政决策、行政执法、政府信息公开、监督与问责、社会矛盾化解与行政争议解决、公众满意度调查等7个一级指标组成。经过一年多的观测和考察,课题组完成了对53个较大的市法治政府建设情况的评估并形成了首份《中国法治政府评估报告》(2013)。
It is of great importance for government by law establishment promotion to set up a reasonable assessment system and standard to evaluate the establishment process and to discover existing problems. The‘assessment index system of government by law in China’ issued by the research center for government by law of China University of Political Science and Law is composed by seven A level indexes, namely, organ function and organizational leadership, system construction and administrative decision, administrative enforcement, government information publication, supervision and accountability, social conflict and administrative dispute solution, and public satisfaction survey. After more than one year observation and study, the studying team has ifnished the assessment of government by law in 53 big cities and proposed this ifrst Assessment Report of Government by Law in China （2013）.
