摘要
目的分析吉林省2010年新农合基金筹资和使用情况,为新型农村合作医疗制度有效运行提供参考依据。方法收集吉林省2010年新型农村合作医疗相关数据,采用Excel软件进行数据录入,并进行统计分析。结果吉林省新农合实行县级统筹,筹资水平和住院费用补偿比均低于全国平均水平,但住院费用却高于全国水平,住院就医流向和补偿基金向县级和县级以上医疗机构倾斜。结论政府要建立合理的筹资机制,提高筹资水平;加大对基层医疗机构的财政投入和扶持力度,提高医疗水平和完善补偿方案;控制医疗费用过度增长,引导参合农民到基层医疗机构就医。
Objective To analyze funds financing and usage of the New-type Rural Cooperative Medical Scheme（NRCMS） in Jilin province in 2010, to provide a reference for effective operation of NRCMS. Methods The NRCMS-related data in Jilin province in 2010 was collected and input into the Excel software to do statistical analysis. Results Jilin province NRCMS implements the county coordinate. The financing level and hospitalization expenses compensation ratio was lower than the national average level,but hospitalization expenses were higher than the national average level, the flow of hospitalization and compensation funds was inclined to the county level medical institutions at or above the county level. Conclusion The government should establish a reasonable financing mechanism to improve the financing level;increasing financial input and support efforts to Grassroots medical institutions to improve the medical level and perfect the compensation scheme;to control excessive growth of medical costs and guide farmers participating NRCMS to the grassroots medical institutions.
