摘要
水利是人民生产生活的必须保障,是我国政府根据我国社会经济可持续发展的需要,面对我国水利存在的重点问题做出的一项重要决策。经过改革,初步建立了一项管理科学、职能清晰、责任明确、运营规范的新型水利工程管理机制。
Water conservation is the guarantee to protect peo-ple’s production and life, which is the need of the government in accordance with the social and economic sustainable devel-opment, and is an important decision to the key issues of water conservancy. After the reform, a new water project managem-ent mechanism has been established with management science, clear roles, clear responsibilities, and operational specifications.
