摘要
20年间,中国金融部门发生了巨大变化。金融组织体系、金融调控体系、金融市场体系和金融制度基本成型。20年的改革可以归结为10大转变:(1)从政策性银行与商业性银行合一向完全分设转变;(2)从体制内存量改革向体制外增量改革转变;(3)从单一银行部门向银行、非银行金融机构并举转变;(4)从直接调控方式向间接调控方式转变;(5)从抑制金融市场向金融市场深化转变;(6)从组织创新为主向制度创新为主转变;(7)从金融结构单一化向金融结构多元化转变;(8)从一般行政性管理向法制化、规范化监管转变;(9)从全面外汇管制向经常项目可兑换转变;(10)从封闭向全方位对外开放转变。
Great changes have taken place in China's financial sector during past two decades. Financial institutions, markets, regulatory framework, and regulations & systems have been established. Reviewing the financial reforms within two decades, we summarize its great changes as follow: (1) transform from the combination of commercial finance and policy finance into complete segregation; (2) transform from internal state-owned banks into external state-owned system; (3)transform from single bank system into manifold financial institutions; (4) transform from direct control into indirect adjustment; (5) transform from repressing financial market into deepening financial markets; (6)transform from financial institution into financial regulation & system; (7) transform from single financial structure into manifold one; (8)authority transform from simple administrative control into regulatory supervision; (9)transform from planning control of foreign exchange into constant account convertible; (10)transforrn from closing the country to international intercourse into opening-up to the world.
