摘要
在概述户籍管理制度改革必要性的基础上,以石狮市户籍管理制度改革为例,就如何推进城乡户籍管理一元化,实现城市和农村地区基本公共服务均等化、社会保障全面覆盖等进行探索,分析提出与居住证相挂钩,构建流动人口服务管理体系、合理配置公共资源和健全社会改革配套制度等对策,以为加快城市化步伐提供借鉴。
Based on a summary of the necessity for reform, taking the experience of reform of household registration management system in Shishi City as a case, this paper explores the approaches of how to promote the unification of urban and rural household registration management, realize the equality of basic public services between urban and rural areas and promote comprehensive coverage of social security, and several countermeasures are proposed in terms of building service management system for floating population, rationally allocating public resources and perfecting the related system of social reform linked with the resident permit to accelerate urbanization paces.
