摘要
土地重划技术对村镇区域土地管理有重要影响作用,已成为国际研究热点,我国村镇区域土地重划研究尚处于起步阶段,探索具中国特色的土地重划机制具备紧迫性和必要性。基于国外土地重划技术的发展历史与法规保障,技术原理与利益补偿,应用范围与重划模式等层面研究,分析我国村镇空间城乡平衡增长管理与土地使用转型,股份公司与新农村规划新模式发展,中心村规划向村镇区域规划转变的发展现状。研究结果表明我国需理清村镇区域空间规划与其他规划关系,因地制宜进行土地调查和模式探索,分段制订配套法规及明确公共服务配比,建立试点探讨具中国特色土地重划技术。
Land readjustment techniques have an important effect on rural land management and already become an international research hotspot. Research of rural region land readjustment is still on starting stage in China, and it is of urgency and importance to probe land readjustment mechanism with Chinese characteristics. Based on the study of the history of foreign land readjustment techniques and legal security, technological principle and benefit compensation, range of application and readjustment mode, this paper analyzes the management of balanced increase of rural space and the conversion of land use, stock company and new rural planning mode development, and the transition from central village planning to rural region planning. The research result shows that it is necessary to deal with the relationship between rural region spatial planning and other planning, investigate land readjustment mode, and set up related regulations to explore specific land readjustment techniques with Chinese characteristics.
