摘要
为定量评价湖北省水资源利用与经济增长的协调关系,本文计算湖北省1995-2010年水足迹和水资源利用指标,识别其真实水资源利用情况,分析社会生产、生活对水资源系统造成的压力及其程度,并构建协调发展脱钩评价模型对水资源消耗与经济增长之间的协调关系进行评价。结果表明,湖北省水足迹近16年呈波动上升趋势,农业用水和工业用水是水足迹的主要组成部分,水资源自给率一直保持在95%以上,水资源压力指数近6年逐步上升,水资源利用效率从1995年的7.85元/m3显著提高至2010年的53.72元/m3,GDP增长与水资源消耗由强脱钩的优质协调向弱脱钩的初级协调转化,协调发展状态呈减弱趋势。基于以上研究结论,从水资源管理制度、水权制度改革、价格杠杆调控、农业节水工程建设四个方面提出了促进湖北省水资源利用与经济协调发展的调控策略。
Understanding the relationship between water utilization and economic growth in Hubei province quantitatively is necessary when promoting economic structural transformation. Here, water footprint and water utilization ratios from 1995 to 2010 were calculated and the actual status of water resource utilization identified. Based on an overview of the water resource utilization situation, water resource system pressures caused by social production and living was analyzed, and the coordinated development decoupling model was constructed to assess the coordinated relationship between the water utilization and economic growth. We found that the water footprint in Hubei is on a slight and fluctuant rise over the past 16 years and mainly consists of agricultural water and industrial water. The self-sufficient rate of water resources in Hubei is more than 95.6%, but the pressure index for water resources increased during the last six years, which deserves more attention. The water utilization efficiency grew from 7.85 CNY per cubic meter in 1995 to 53.72 CNY per cubic meter in 2010. In this period, the relationship between GDP growth and water resource utilization changed from superior harmony on the status of strong decoupling to junior harmony on the status of weak decoupling. Based on the above results, several policy suggestions are proposed to promote water management institutions, reform water rights systems, strengthen price regulation and enhance the construction of agricultural water-saving projects.
