摘要
为贯彻实施科教兴国战略方针，吉林省把“科教兴省”确定为跨世纪发展战略。因此，高校的改革与发展必须以服务科教兴省为宗旨，加强基础理论研究，以科研成果的重大突破拉动地方产业结构的全新构筑；注重创新人才培养，以定向定量的复合人才促动地方产业的快速升级；加快科技成果转化，以创新知识的开发应用促进地方科技产业的效益倍增。
To carry out the strategic policy of making the country prosperous and stable with science and education, Jilin province definites the policy of making the province prosperous and stable with science and eduction as the developmental strategy in the cross century. Therefore, the reformation and development of colleges and universities must take special aim at the service of making the province prosperous and stable with science and education, strengthen the study of the basic theory, help the whole-newly construction of the local industry structure by making a breakthrough at research findings. We should also pay attention to training the innovating persons, drive the local industry to have a quick increase by using the complex persons who are directed and quantified, quicken foe transformation of research results and make the benefit of the local scientific industry increase greatly by development and application of the innovation knowledge.
