摘要
针对老城区停车问题突出且增加停车设施供给空间有限的现状,研究老城区停车系统改善策略。首先分析黄石市老城区的交通概况及停车现状,探讨其停车难问题的原因。在提出老城区停车系统总体改善框架的基础上,分别探讨宏观、中观、微观三个层面的停车系统改善策略。宏观层面,提出建立交通分析与用地开发的反馈机制、实行停车"差异化"供给。中观层面,提出商业密集区停车改善策略、强化交通影响评价制度和推行停车配建建设补偿制度。微观层面,提出优化停车设施布局、实行停车收费管理以及建设停车诱导系统。
Aiming at the worsening parking problems and limited space for more parking facilities in older districts of a city,this paper conducts a study on the parking system improvement strategies.The transportation development and existing parking conditions in Huangshi city are introduced first followed by the analysis of the parking problems.Through proposing a general framework of parking system improvement in old districts,the paper illustrates the improvement strategies in three development levels:establishing feedback cycle between travel demand and land use development,and implementing differentiating parking supply at macro level;developing parking improvement strategies for high density business district,enhancing traffic impact assessment system,and promoting parking construction compensation at interim level;and prioritizing distribution of parking facilities,promoting parking fee management and developing parking guidance system at micro level.
