摘要
民主是协商的精神,协商是民主的表现。民主的性质决定了协商的质量。民主发展到什么程度,协商也就发展到什么阶段。民主越发展,协商就越充分;民主越健全,协商就越深入。不讲民主、没有民主就没有协商。协商民主必须确立在任何时候都不能没有民主,也不能以任何理由否认民主的原则。
Democracy is the essence of consultation while consultation is the reflection of democracy. The character of democracy decides quality of consultation. The development of democracy is in parallel to that of consultation. The more developed democracy is, the more effective and thorough consultation will be. Without democracy, there would be no consultation. Therefore, deliberative democracy must be based on the principle that democracy can＇t be abandoned at any time and denied on any pretext.
