在满洲里国家重点开发开放试验区建设中,开发与开放是一对不可分割的矛盾体。开放是试验区的一面旗帜,引领着试验区各项改革事业的发展;开放还是一种眼界,预示着必须以长远的战略眼光去谋划试验区的开发建设;开放又是试验区的尺度,规范着满洲里试验区宽度和广度。开放就是满洲里试验区建设的灵魂,是国家设立和建设满洲里试验区的出发点和落脚点,是关系到满洲里试验区能否最终建成的生命线。
During construction process of Manchurian national key development and opening up Experimental Zone, Development and opening-up is an inseparable contradiction. Opening-up is a banner of the Experimental Zone, leading the each development of Experimental Zone; opening-up is a vision, predicting with long-term strategic vision to plan development construction of Experimental Zone; Opening-up is a ruler scale of Experimen- tal Zone to regulate the breadth and depth of Manchurian experimental zone. Opening-up is the soul of the con- struction of Manchuria Experimental Zone, is the starting point and final goal of national establishment and con- struction of Manchuria National Experimental Zone, and is a lifeline related to the Manchuria Experimental Zone＇ s eventual success.
