摘要
首先分析我国近年来工伤保险基金的收支现状,揭示我国工伤保险面临着基金大量结余,而工伤事故发生率却居高不下的尴尬局面,工伤保险与工伤预防相结合势在必行;然后运用享乐主义工资理论对工伤保险与工伤预防结合的3种方式的效率进行了比较研究,发现政府在进行工伤预防工作时,必须从员工与企业两方面同时进行干预,既要对员工进行安全教育和技能培训,又要敦促企业进行安全生产管理和生产技术的研发。
This paper is firstly analyzes the income and outcome on the fund of industrial injury insurance in recent years, which in- dicates the background that the accidents of work injury is greatly increasing with the case of redundancy of the industrial injury in- surance fund. All these results show the necessity that the combination and connection of industrial injury insurance and precaution must be taken into account. Hereafter, a comparative analysis is adopted to classify the efficieneies of 3 morphologies between in- dustrial injury insurance and industrial injury precaution with the theory of hedonic wage. All through the procedure, it is found that the government has the responsibility to cope with industrial precaution in both the employees and enterprises themselves, which means that safety education and skills training should be implemented on employees, the enhancing measures also should be ab- sorbed to develop the administration of industrial security and the improvement of new science and technology.
