摘要
为进一步完善城乡医疗救助制度,充分发挥医疗救助的便民救急作用,以广西灵川县民政局为试点,设计并实现了一个民政医疗救助系统。该系统提供了两种医疗救助模式,其中的医院救助模式实现了民政医疗救助系统和"新农合"系统、医保系统以及医院收费系统间的"无缝衔接",实现了民政医疗救助在定点医院实时直接结算,解决了传统救助模式中存在的困难群众就医无钱垫付等问题。首先介绍了民政医疗救助模式的设计思想,然后给出了系统功能模块的设计,最后详细描述了系统中几个关键技术点的解决方案,包括系统部署、数据安全以及民政数据和医院数据的一致性问题。
In order to further improve the urban and rural medical assistance system and give full play to the role of conven- ient medical assistance, our development team has designed and implemented the civil medical assistance system in Guan- gxi Lingchuan County. The system provides two options when it comes to medical assistance, including hospital assistance and ex-post assistance. The hospital assistance mode has brought about the ＂seamless connection＂ among the medical as- sistance system, new rural cooperative medical care system, medical insurance system and hospital information system. It has also realized the real-time settlement of medical assistance in designated hospitals to solve the problem needy people cannot afford to travel to hospital. First, this paper describes and analyses basic idea on models of medical assistance. Based on this analysis, the paper presents the design of system functions module. At last, the paper focuses the research and solution on the key technologies of the system, including the deployment of the system, data security and data consis- tency problem.
