摘要
推动中国国际贸易程序简化标准体系形成的主要因素有联合国框架下国际标准、技术性贸易壁垒以及国际贸易增长方式的转变。目前我国已经研制的101项主要国际贸易程序简化标准主要涉及五类业务,总体来看这些国家标准与国际标准的对接程度远低于发达国家,且面临管理体系不够健全、应用环境复杂、推广普及艰难的应用特征。
There are three main factors promoting the development of Chinese international trade procedures simplification standards system, incuding the framework of the United Nations international standards, technical barriers to trade and the changes of the growth mode of international trade. The 101 items of national standards on international trade procedures simplification developed in China mainly involve in five categories of international business. As a whole, most of these national standards are not equivalent with international standards developed by UN/CEFACT and not as the developed countries do. At the same time, there are some specific features such as management systems, application environment and popularization when they are applied.
